No taxes were used to balance the 2011-13 budget

In February 2011, Kitzhaber delivered a state budget proposal for 2011-13 that relied on no new taxes and Republican and Democratic lawmakers in charge made sure it stayed that way. The governor did not need to make good on his promise to veto any tax increases.

The 2013-15 budget includes $275 million in tax increases, but he didn't make the same promise for this budget period.  We call this a Promise Kept.
