Texan Pete Gallego: This Congress the least productive, least popular in U.S. history

Democratic U.S. Rep. Pete Gallego, who lost his re-election bid, had this to say in his farewell remarks on the House floor: “This Congress made history as the least productive, most unpopular Congress in the history of this proud nation.”

Could it be?

Alas for fact-checkers, there’s not enough data behind either part of this claim to reach a True rating. But this statement holds up for the past five to seven decades.
