Perry keeps promise on eminent domain reform

Nine months after pledging to “have (an eminent domain reform) bill ready and probably passed and signed well before the legislative session is over,” Gov. Rick Perry has put his name to Senate Bill 18, which says governments can seize private property only for public uses.
