William Howell, R-Falmouth, represents the 28th District, which is comprised of parts of Fredericksburg and Stafford County, in the Virginia House of Delegates. He was first elected as a delegate in 1987 and was named speaker of the house in 2003.
He earned a bachelor's degree in business administration from the University of Richmond and a law degree from the University of Virginia. He is a former director of the Virginia Chamber of Commerce and former president of the Fredericksburg Regional Chamber of Commerce.
